3 1/2 for me. Here's an interesting twist on Q2

Bertrand Gachot raced under a Belgian Super Licence up until 1992 when he changed to French licence racing for Larousse in 1992 and Pacific in 1994 and 1995. All this from a man born in Luxembourg of French parents. He described his nationality as "European".
