I don't know how they can claim it is not on safety grounds what with the bloody things delaminating left right and centre and if the FIA want it, they will push it through as a safety issue I'm sure of that, even if is only a smoke screen to save face...

So all the teams would have to agree, although not sure if there is a clause regarding safety that could be invoked in this case.

The problem regarding tires de-laminating, is one that probably will make Pirelli want to make some changes.

Which looking at the regs would mean it is open for teams to reject the change if they feel they will lose an advantage by changing, potentially, not that anything like that would happen in F1

That's crazy... It will become a public relations nightmare for Pirelli if a driver is seriously injured, beause one of their tires delaminates during a race.

Brogan is right, Paul Hembery has made it clear they are changing the tyres on competition grounds and Pirelli have also stated they know what is causing the delaminations and are going to fix that, most probably at the same time.

Interesting article covering the details of what will need to be changed. I think that some teams will be quite happy about it, although, with it not being safety related, I would be surprised if some teams did not try and resist due to the extra expense in time and resourcing.

Lets face it nobody will know how the new tyres will affect any of the teams until FP1 in Canada, It'll be like starting a new season...

They won't have any pre-season testing data so Canada could be interesting to say the least...

Or maybe better. Maybe they should do pre-season testing with the tyres from the year before so all teams have no idea what to expect in the 1st race. Will make things very interesting.

More likely would be the Red Bull, or, at a stretch, the Mercedes.
