Personally, i think 20 is a lot, but "for sure" there is a room for a few races. 22 or 24 should be good.
Lets say (as announced), a new US GP, plus possibly Portimao and Qatar (as another night race) would be awesome.
Some of the drivers might disagree with me though.
Hope your not serious, Qatar seems to be FIM's prank for F1 fans watching (like me). Like the team 'Legend' and 'The Greatest ever', the term 'Like watching paint dry' gets banded about too often but Qatar as a track couldn't be more suited for it.
Boring layout, No challenges, Dull landscape, and looks worse at night, it would make Valencia Street Track look as exiciting as Spa.
