In the article it seems that they put a higher priority on and spend more time talking about new trucks and motorhomes than on improving the race cars performance. When the big upgrade planned for the season seems to be larger fuel tanks and a few aero changes, I don't give much for the teams chances of improving.

There does seem to be severe problems with the Virgin car and even ethic when compared to Lotus or even HRT. If they're not serious, then maybe they should bugger off and let a team that wants to compete get a space on the grid!
