Is this a trick question? I don't think the safety was properly/officially used as it is now until the early '90's. 1993 or later, I think. Sly' says 1997 and Spa sounds about right. They did try it out in the early '70s over in the US or Canada but it made a mess of the race by cocking up the standings ... but that was after the race had the usual standing start.
1973 Canadian GP - The Safety Car was deployed for the first time in a Formula One race. It took its place in front of the wrong driver, placing part of the field incorrectly 1 lap down. It was several hours after the end of the race before the correct winner was announced.

It did f1 distance on f2 rules?
I can't think of anything odd to do with the distance.
All I know is it was run to F2 rules.

Whilst it was F2 rules, it was not run to the normal X Laps which was decided in advance.
