I reckon the answer is closer to home than we think, I believe it has got to do with a race where a car broke down and was fixed so the team sent it back out to use the race as a testing session causing it to finish the 23 laps down.
So it could be quite recent say one of the new teams i.e lotus, Virgin or HRT, in the last two seasons.

I believe a driver is classified as long as the car doesn't enter the garage and the driver doesn't get out of the car.
Been on the tip of my tounge for a couple of days now, I think it was at US GP in 62/63. Was it Jo Siffert?
Not Siffert, although he was classified whilst finishing a large number of laps behind the winner.
Modern Rule on classification:
"a classified finisher must complete 90% of race distance"
So its not anytime in the last few years.
