Well maybe they should. With the kind of pestilant crap that comes out of F1 garages' speakers (especially Red Bull's) anything else is bound to be some kind of improvement.
You don't have to comprehend their decision to opt for the 2016 engines for a season which allows the engine manufacturers to have unlimited upgrades made to the PUs.
It will be like powering a cruise ship with the engine of a tugboat.

Sauber were behind their payments for the engines so Ferrari if they are doing business with them off course want the engine guaranteed payments up to date for a start and would be less inclined giving them the latest specs anyway
I think Sauber from 2018 will not be using Ferrari engines and will revert to either Honda or Mercedes engines who both will offer a bit more support and involvement no doubt
Basically opening the garage door the day before testing starts. Very poor show.

I don't believe for one second something as confidential as wind tunnel data would be shared between teams at any stage. If the data was leaked I'm sure it would provoke a reaction much like spygate.
I would guess teams could simulate some data based on what they know about last seasons cars but thatI wouldn't be much help with thea 2017 rule changes.
FB how about blame windtunnel data so they can actually test the car properly on track? Ferrari have never been able to produce the best car because their windtunnel results don't transcend to the track
Ferrari remember did not realise how outdated their windtunnel was due to the Schumacher years of relentless track testing
