I do think in that scenario set up and tyres should not be changed as the driver is not really punished and being able to have a completely new car to start the race
Engines and gearboxes are permitted if there are reasons related to reliability
- I think the rules state the teams cannot deliberately break gearboxes or engines to get them replaced
