Football 2014 FIFA World Cup

My big question is about Porto Alegre. Why on Earth did they feel it necessary to build a brand new 50,000 seat stadium for World Cup use (and later to be used by Internacional Porto Alegre) when Gremio Porto Alegre just built a very modern 55,000 seater in 2012? Both club teams in the top flight by the way.
 
Can none of these stadia be used/converted for the Olympics? If not, why not - it would have made economic sense!
 
Some are being used for Olympic football, problem is Olympics are held in a city otherwise, and the IOC expects all venues that could be in Rio to be in Rio.
 
They weren't - football is always spread around and sailing requires a coast. The rest are broadly within the region of the home city.

They were happy to go to near London places like Lee Valley or the mountain bike track, but they weren't going away from the South-East.

I think in Brazilian terms that means everything is pretty much confined to Rio state, they certainly could not go up to Manaus or Natal for BMX.
