So Vettel moves into 9th place and could become only the second driver to not win the title having scored 10+ poles.

As for Red Bull...

I think Senna had 8 in 1991 and 10 in 1990

There's some who scored 9 as well:
Peterson (1973): 15 races
Lauda (1975): 14 races
Piquet (1984)
Hill (1996)
Hakkinen (1998)
Schumacher (2000)

8:
Hunt (1976)
Andretti (1978)
Senna (1986)
Mansell (1987)
Senna (1991)
Schumacher (2004)

7:
Andretti (1977: did not win QWC)
Senna (1985)

Before 1973 there were fewer races, so it was harder to get many poles.
Fangio and Ascari usually scored 4-6 out of 6-8 races.
In 1956 Fangio scored 7 out of 8. Relatively the best result.
Clark usually did 5-7 poles, out of 10-11 races.
