F1 Turbo Engines for 2013

What do you reckon this new turbo-era will be like? Will restrictions stop a new arms race and will driver be able to wind up their boost for overtaking? Also, could we have another reshuffle year like 2008 because it is such a big change or are the big changes these days aerodynamic?

Unfortunately the plan is to make the new turbos like a neutered dog. I believe they will have a BHP limit, probably via the ECU and the turbo boost pressure. The aerodynamics question could be more interesting, doubtless 1 or 2 teams will steal a lead in the way Brawn did in 2009 although I can't believe McLaren, Red Bull and Ferrari will get caught out in quite the same way.

No one can answer these questions.The 2013 Technical Regulations or Sporting Regulations have not even been written yet.
Until they are its impossible to give any correct answers.
 
The FIA have approved the regs for 2013, or least F1.com says so.

The more environmentally-friendly units are expected to deliver a 35 percent reduction in fuel consumption, whilst providing the same level of performance enjoyed by today's F1 drivers. Energy recovery systems and additional energy management will be utilised to ensure this is possible.

“The WMSC approved the introduction of a new specification engine from 2013, underlining the FIA’s commitment to improving sustainability and addressing the needs of the automotive industry,” explained the FIA. “Following dialogue with the engine manufacturers and experts in this field, the power units will be four cylinders, 1.6 litre with high pressure gasoline injection up to 500 bar.”

Rev limits on the new engines will be reduced from the current 18,000 rpm to a maximum of 12,000 rpm.

Only 5 engines for a season as well.

Anyway, if you read the WMSC press release carefully, there is a possibility that the 2013 turbo engines could be delayed or scrapped altogether.
In consultation with the main stakeholders, and following the outcome of this consultation, a fax vote by the WMSC could be considered by 30 June latest to redefine the implementation date of these technical regulations.
As usual, nothing is ever clear when it comes to F1 and the FIA.

I can't see any reference to the engines being turbo charged.Changes confirmed today were 1.6 four cylinder.KERS power increased.Thats it as far as I can see.
These were the original engine specs.
F1 ENGINE RULES FROM 2013

1.6-litre, four-cylinder turbos with energy recovery and fuel restrictions to replace current 2.4-litre normally aspirated V8s
Fuel efficiency to increase by a target of 50%
Overall power to remain same at approx 750bhp
Checks and balances to ensure costs are contained and performance across all engines remains comparable
Plan for advanced 'compound' turbos to be introduced in subsequent years
Power of Kers energy recovery systems to increase from 60kw in 2011 to 120kw in 2013
