A question for the Apex ... using their powerful resources ... after watching Seb V slice through the field ...who are the all time top 5 (per the OTdb) in passing execution at Barcelona ...

Not a full answer to your question but we have seen these performances with 8 overtakes or more in recent years:

Heidfeld, 2011, 12 overtakes (started 24th, finished 8th)
Kobayashi, 2011, 10 overtakes (started 14th, finished 10th)
Hamilton, 2012, 10 overtakes (started 24th, finished 8th)
Sutil, 2011, 8 overtakes (started 17th, finished 13th)
Webber, 2013, 8 overtakes (started 7th, finished 5th)
Vettel, 2014, 8 overtakes (started 15th, finished 4th)

I don't think the overtaking page has breakdowns for number of overtakes by each driver before the mid 2000s, but looking at the overall totals I think it's unlikely there are any/many more after 1992.

What is the most number of lead changes recorded in an F1 race, NOT INCLUDING The Indy 500 or Monza pre 1972?
 
Thats a good question. I'm going to take a wild stab and say Monaco 82 but thats a guess so I await the real answer from one of our more factoid posters.
 
According to stats f1, the most lap leaders of a Grand Prix was Monza 1971 with 8.

On 7 different leaders are: Canada 1973, GB 1975, Canada 2008, Australia 2013.

Monte Carlo: 9 - Fangio (1950), Trintignant (1955), Brabham (1959), Hulme (1967), Beltoise (1972), Depailler (1978), Patrese (1982), Panis (1996), Trulli (2004)

Monza: 7 - P Hill (1960), Stewart (1965), Scarfiotti (1966), Regazzoni (1970), Gethin (1971), Montoya (2001), Vettel (2008)

Montreal: 6 - G Villeneuve (1978), Boutsen (1989), Alesi (1995), Hamilton (2007), Kubica (2008), Ricciardo (2014)
 
Probably the three most unique tracks on the calendar, no doubt the unusual track layouts created circumstances that allowed them to take their first win when they otherwise might not have.
 
When was the announcement made, and the rules confirmed, about the change to V6 turbo engines for 2014? There are many comments about "we should have been given more time to develop" from Ferrari and the Renault powered teams but I think the engine suppliers had quite a long time to build and debug their power plants.
