I'm not aware of any streaming video available.

The first set of testing is taking place at the Circuit de Calalunya from 17 to 19 November.
Teams participating are: Renault, McLaren, Ferrari, Williams, Honda, BMW, Red Bull, Toro Rosso and Force India.

In December there will also be testing at Jerez, Algarve and Bahrain (Toyota only).
 
Without commentary or live timing I don't know whether it would be all that interesting. Maybe it would, I don't know. I think I'm going to rely on stills of the new cars until Melbourne...and obviously watch the testing times religiously!
 
Up until recently, the Circuit Catalunya actually provided a live timing feed of testing events... I really hope they come back to it again this year - it was an automated system, much like the one used for F1. However, I suspect either the teams weren't happy, or it proved too expensive to run. Either way, if they return this then it will be a very bright day!
