Ever wondered how to build an aircraft carrier?

There was a "How do they do that?" recently where they showed a propeller for an oil tanker being made. Given the astonishing that goes into the prop it's now wonder the boat itself is so complex.

Looking at the "zoomable" image is their a sailor in the house who can explain why the landing deck is so much larger? In the same way as we have jail ships are they planning to use this as an alternative airport when all those in the south-east are finally full up?
 
I'm no expert, but I think it allows them to park more aircraft on the top deck, instead of keeping them all underneath.

Or it could be that the flat strip to the right of the ramp is used for landing only?
